Based on heating degree days, cooling degree days,

In 2004 new climate zones were developed based on analysis of the 4775 NOAA weather sites and statistical analysis of regional information. The new climate zones are entirely set by county boundaries and have been adopted by ASHRAE, Building America and Energy Star.
